I need to know who has used web hosting and built a website using either preferably Jaws on Windows 7 or Window-Eyes on Windows 7. I need to make a site, find somewhere to host it and get a domain name, but I don't want to spend hundreds of dollars on this. What are some good accessible web building/hosting sites that aren't really expensive and somewhere to get a domain name for fairly cheap. I had looked into Blue-Host, but they want all money up front and don't break it down into a per month basis. If anyone has used Dream-Host with word-press let me know as domain name was listed at $11 there and standard package for unlimited band, individual server, security, multiple emails and so on is around $19 per month, but not too sure if it is really accessible pertaining to the dashboard. Help needed please.

Oops...I should have said that I do know HTML and have everything written in MS notepad, but what I mainly need is an easy way to get my stuff onto the net so it's public. I did get a domain name as you need a name for the site, but I'm not sure where to go from there.
Has anyone used freehost, ultrahost or godaddy for hosting and if so, how accessible are they in terms of uploading stuff and their control panel?
I'm not sure exactly what SQL databases are and subdomains, so a bit of explanation of those might be helpful.
